Both men were missing from their sides' fixtures at the weekend. Robinho didn't feature in Milan's 1-1 draw against Catania, while Zarate saw his side win 2-1 at Fiorentina.
However, Milannews reports Robinho is likely to start for Massimiliano Allegri's side when they head to the capital.
Allegri won't have Alexandre Pato, who is injured, but Ronaldinho, Filippo Inzaghi and Zlatan Ibrahimovic are all fit.
Zarate meanwhile has made it clear he wants to start for the Capitolini, despite squabbles with coach Edy Reja.
